            <description><![CDATA[<p><span><span style="font-size: large;"><strong>Summer flounder regulations remain in effect (February 10)<br />
</strong></span></span><span style="font-size: medium;"><font color="#000000">Summer flounder regualtions for the upcoming fishing season will remain the same as the 2011 regulations.  </font>The minimum size will be 18 inches, with a creel limit of four fish, and the season will be closed from October 24 - December 31.</span></p>]]></description>

</strong><span style="rgb(31, 73, 125);"><font color="#000000">DOVER &ndash; Culminating the country&rsquo;s first multi-state artificial reefing effort, the U.S. Navy destroyer ex-<i>USS Arthur W. Radford</i> was sunk today in 135 feet of water off the Indian River Inlet. The decommissioned warship&rsquo;s carefully-staged sinking was witnessed by former crew members and state and federal officials aboard the Cape May-Lewes ferry <i>M/V Delaware</i>, chartered for observing the Radford as she descended at approximately 3:30 p.m. to her final resting place as an artificial reef. Due to recent lower tautog population numbers, the ASMFC required member states to reduce their tautog harvest quotas. With river herring, ASMFC responded to serious population declines by closing the fishery, unless a member state could prove that a given river herring run could withstand harvest. Delaware&rsquo;s river herring runs are weak, so closure of the fishery was required. Delaware&rsquo;s state regulations on tautog and river herring were amended following public hearings and consideration of public input.</span></p>
